In Italy, West Germany won their third World Cup when Andreas Brehme converted the decisive penalty in the 1–0 final against Argentina. With only 2.21 goals per game it was the lowest-scoring World Cup in history, which led, among other things, to the back-pass rule for goalkeepers.
